Brief Job description:
The Deputy Director Operations wil ensure that the Operations Department provides effective, cost efficient and timely services to CARE-Pakistan HQ and sub-offices/projects. The basic function is to develop, coordinate and administer the Country Office’s plan for the implementation, control, monitoring and reporting of operations covering, procurement, logistics, inventory and assets management information technology, and compliance.. The incumbent will ensure that appropriate systems are in place according to CARE USA and Pakistan policies and procedures and put the necessary controls to ensure that they are respected.
He/She is responsible for identifying weaknesses in country office operational support systems and works to address any weaknesses. He/She will also identify, document and share best practices in the area of operational support and plays a key roles in the development and implementation of training programs for country office staff-- in particular the CO's Administrative Manager.
As a member of the CLT, contribute substantively to achievement of its Annual Operating Plan (AOP) and the achievement of annual objectives, the development and revision of the Country Office policies, procedures and systems with the CLT and being a role model for all staff by exemplifying CARE’s values and providing leadership. The Deputy Director (Ops) is a key member of the Country Leadership Team and therefore he/she is responsible for participating in various policy and management decision-making exercises. His/her job also includes providing leadership in the regular review and oversight of the Annual Operation Plan of Operational Support. He/She will provide coaching, mentoring and training to senior staff in the areas of administration and overall management
The incumbent will be responsible for training and coaching to Managers as well as providing informal and formal training to administrative staff in Islamabad and sub-offices. Be responsible for the longer-term operational services, local and international procurement, communication and vehicle management necessary to facilitate and ensure on-going and planned mission project operations.
Main Responsibilities:
· Coordinate Operational Support functions and activities of CARE Pakistan.
· Suggest and make necessary recommendations to Country Director for improvement
· Provide ongoing support and guidance to the Managers (under Supervision) in order to ensure that the Islamabad Operational Department provides effective and accountable services to projects and various departments
· Ensure maximum vehicle availability and minimum downtime without compromising expected quality and safety standards; ensure that the CO maintains operational service agreement with PSO for adequate supply of fuel and oil to cover operating needs; and locate well established workshop which could provide speedy and safe repair of CO’s fleet.
· In coordination with the IT Manager ensures the continuous function of the mission LAN services, internet services, and e-mail communication systems. Provide guidance in respect to IT hardware and software procurement/upgrading. Ensure IT maximizes to the greatest possible extent the benefits of SCALA and finance software
· Ensure that each office receives adequate assistance in adopting and using CARE’s policies and procedures
· Assist sub-offices in determining training needs for support services staff and organize training.
· Provide regular feedback to sub-offices and makes necessary adjustments in policies to ensure effective and efficient program support
· Assist in the development of project proposals and multi-year plans / budgets.
· Maintain Prepare and update, the following key manuals/policies for the country office; (a) Procurement Manual, (b) Travel policy, (c) Inventory Manual (d) Vehicle administration Manual, (e) and IT policy.
· Be familiar with the mission HR policies and contribute in updating or developing new HR Manual for mission.
· Support and guide the country office's Procurement Department in its procurement functions. Special attention and involvement with all procurement processes, standards and reporting within the country office's emergency program is expected.
· Review the audit recommendations and develop an action plan to implement the system.
· Train and transfer knowledge to Islamabad and sub-office staff for those who are carrying out the recommendations
· Conduct Monthly procurement spot check as per CARE HQ guideline
· Reporting of Anti-Terrorism Regulation to CHQ twice
· Finalizing staff appraisals for operational support team.
· Actively participate in mission emergency program.
· Review procurement plan for vehicles, IT equipment’s and other project equipment. Take necessary approval or waiver from Donors.
· Provide recommendations and coordinate security services requirement to mission.
